Introduction
What is Sustainable Public Procurement?
A significant transformation in the public procurement field is underway across the Asia-Pacific region. Modernization has shifted the procurement function from an administrative to strategic role. Procuring entities can now aim to spend taxpayer money in ways that deliver on their country's economic, social and environmental goals.
Public procurement constitues a powerful - yet often underutilized - tool for governments to shift to a more sustainable and inclusive development pathway. Government spending in Asia-Pacific countries makes up a significant portion of GDP, typically from 15-30%.
Sustainable public procurement (SusPP) is the practice of making purchasing decisions with due consideration for the environmental, social, economic, and institutional impacts of the organization’s spending. More strategic public spending can achieve significant benefits, delivering public services in ways that increase climate resiliency, optimize resource use, create local jobs and empower women.
ADB works to help strengthen country public procurement systems and provides tools to support incorporating sustainable procurement into ADB projects and contracts. Our vision is of sustainability becoming a cornerstone of public procurement in each nation.

What can you learn?
At ADB, our work to advance SusPP across the region aligns with the achievement of the ADB Strategy 2030, Climate Agenda and the UN Sustainable Development Goals, especially Target 12.6 and 12.7. The ADB Guidance Note on Sustainable Procurement was released in 2021 and training of ADB staff and partners launched in 2023.
These Factsheets aim to offer a snapshot of the current status of SusPP implementation and potential opportunities in ADB developing member countries (DMCs). Initially based on desk review, they are designed as "living" documents to be reviewed and updated by ADB project teams as implementation progresses. They provide a tool to complement the ADB training materials and support project teams in discussions with government counterparts to advance SusPP.
The factsheets are based on openly available information from verified websites. We welcome feedback from jurisdictions regarding any updates to existing policies or on additional policies that are missing from the database. About this Project
The Factsheets are designed to be living documents that present the current state of knowledge on progress made by ADB developing member countries in implementing sustainable public procurement (SPP) in country systems. The Factsheets focus on SPP in each country's national development planning document, sustainable procurement framework and practice, implementation arrangement, adaptation into university curriculum, application in infrastructure projects, sustainable solutions available in the market and previous/on-going initiatives by the government and other international organizations.
These Factsheets will be expanded to record ADB support in this area as it progresses.
